Understand city powers and processes to promote cooperation with other local governments, like cities and counties, for shared services, contracting for services such as police or fire, land use planning and regional development, city extra-territorial powers and banding with others in local government associations.  Use of the joint powers act.  Collaboration accomplishes more for cities with complex responsibilities and shrinking resources.
